Summary of Key Functions:

- Deputy Head of the Resident Coordinator?s Office
- Development planning, coordination and reporting

1. Deputy Head of the Resident Coordinator?s Office
- Support the Head of the RCO in coordinating all activities emanating from the RC Office, including priority-setting, supervision, and ensuring follow up and feedback.
- Ensure close cooperation and coordination between the work of the RC Office and other units of UNAMA, in particular the Spokesperson?s Unit, the Analysis and Planning Unit, the ANDS Support Unit, the Donor Coordination Unit, and the Field Support Coordination Unit.
- Represent the RCO in gatherings and events, as requested.

2. Development planning, coordination and reporting
- Support the Head of the RCO in leading the UNDAF process, guiding working groups in coordinating joint initiatives, facilitating information management, ensuring timely reporting to the UNCT and headquarters, and enhancing joint M & E.
- Liaise with DOCO, e.g. on HQ support to the UNDAF process in Afghanistan. Liaise with regional peer support and readers groups.
- Coordinate the preparation of the RC Annual Report, ensuring the participation of all agencies in the process, particularly in the preparation of the annual work plan. The same task is expected for all questionnaires, reports and important correspondence required from the RCO, especially communications to the Regional Directors Team and Headquarters.

3. Advocacy, and internal and external communication
- Work with the UNAMA Spokesperson?s Unit and agency communications focal points to develop and implement a coherent and effective communication policy to improve the understanding of the UN?s role in Afghanistan.
- Ensure top quality internal and external communications, in terms of timeliness, language standards and strategic focus.

4. Resource management
- Support the HoO in the management of human resources, including developing terms of reference, recruitment, supervision, and on the job training / learning.
- Co-manage the allocation of funds under the RC budget from the UN Development Operations Coordination Office (DOCO) and other sources; monitor and control the usage of these funds, review transactions and prepare expenditure reports.

5. Information management and common services
- With the HoO, strengthen the RCO?s information management structure and services to improve the availability and utilisation of up-to-date, quality information and data.
- Facilitate improvements of common services, in coordination with the OMT and partners in UNAMA and the agencies.

Impact of Results:

The key results have an impact on the UN?s overall coordination activities and their effectiveness at the country level. This helps reinforce the UN System?s support to GoA objectives, as expressed in the ANDS and UNAMA?s mandate.

Required Skills and Experience
Education:
Master?s Degree preferably in development or a related field.

Experience:
Minimum of 7 years relevant experience preferably with the UN and multilaterals,
Professional experience in management including but not limited to development, strengthening of organisations and systems including minimum three years of experience in transitional / developing countries;
Excellent knowledge of post conflict and recovery issues, and of the UN system and its procedures;
Relevant experience in information management, and external communications especially in transition environments.
Excellent communication and interpersonal skills, including demonstrated ability to operate effectively across organisational boundaries.

Language Requirements:
Excellent command of English is a must. Knowledge of a local language and at least one other UN language would be useful.
