Duties & Responsibilities:
Under the direct supervision of the Supply Officer, the incumbent is responsible for all activities pertaining to Supply Chain functions as defined in Chapter 8 of the UNHCR Manual and fulfilling the role of Purchase Order Preparer as defined in MSRP. The Supply Chain functions include Planning, Sourcing, Delivery, Asset Management and Support Implementation.

Supply
1. Assist the office in maintaining specific internal controls and in developing self-evaluating criteria/procedures to ensure that the standards and quality of the Supply Chain function are adhered to.
2 .Ensure that customs clearance of internationally procured items is undertaken promptly, and that all necessary authorisations and clearances are obtained.
3. Assist in the planning for supplies of goods and services required by the office, including preparation of various reports.
4. Assist in the organization and maintenance of an efficient system for the release, distribution, and redeployment of goods and services.

Sourcing
1. Evaluate purchase requisitions to ensure that specifications, budgetary data and all other requirements are consistent with MSRP requirements.
2. Prepare Purchase Orders according to financial rules and regulations.
3. Co-ordinate with main office/other offices and consolidate local procurement and contracting while ensuring that UN Financial rules, procedures, and standards and services are applied consistently.
4. Assist in the collection and evaluation of offers, and drafting Bid Tabulations for selection of the most acceptable bidder.
5. Draft and dispatch Quotation Requests and/or Bid Tenders.
6. Prepare proposals for Contracts Committee(s) for award of contracts.
7. Maintain and update the roster of UNHCR suppliers.

Asset Management
1. Ensure maintainance of inventory records at warehouses storing relief items.
2. Assist in co-ordinating, monitoring, reporting and disposal of assets and other items within HCR offices.

Staff Supervision
Supervise staff under direct responsibility of this post including preparation of PARS, monitoring daily activities, scheduling leave periods, and preparation of Weekly Attendance records.

Perform any other duty as required.

Qualifications required:
Education: Secondary Education.
Relevant technical courses and/or training in Inventory, Supply, Commerce, or related fields.

Language: Fluent in oral and written English, and at least one local language.

Work Experience: 10 years previous job experience, 5 years of which should be relevant to the functions of this post.

Other requirements: Excellent communications skills, computer skills and UNHCR?s Supply Chain Learning Programme (SCLP).
