Duties & Responsibilities:
Under the overall supervision of the ACAP Program Manager and the direct supervision of the ACAP Program Officer and the Head of Sub-office, the Field Assistant will support the daily management and implementation of the ACAP Program. This program seeks to ensure that the needs of Afghan families and communities that have been adversely affected as a result of the military operations against the Taliban and insurgents are adequately addressed, and reparation, as appropriate, is provided. In particular, the Field Assistant will:

Duties and Responsibilities
1. Be responsible for the daily implementation of ACAP in the South Eastern Region with special responsibility for Ghazni.

2. Conduct research into incidents and undertake needs assessment of eligible beneficiaries among families and communities.

3. Liaise with AIHRC at the provincial level.

4. Liaise with Afghan Government and community representatives at the provincial and district level.

5. Support the Head of Sub-Office in liaising with PRT staff and provincial USAID representatives when needed in regards to the ACAP.

6. Conduct consultations with beneficiaries on the local level to develop appropriate assistance.

7. Develop assistance packages and implementation strategies in close coordination with local community and government representatives.

8. Undertake travel to high risk areas when needed, to research, assess and monitor grants implementation.

9. Support the Head of Sub-office in tracking financial expenditure of program grants.

10. Up-date Program Management team on a regular basis regarding project progress.

11. Assist in written and oral interpretation and translation on program matters (English to Dari/Pashto and vice versa) if needed.

12. Perform such other duties as may be assigned.

Qualifications required:
The successful candidate will be able to work without direct supervision, and will exhibit personal commitment, drive for results, efficiency, flexibility, respect for diversity, creative thinking and problem solving.

Education: A University Degree in a relevant field.

Minimum 4 years experience with an international organization in Afghanistan at provincial and district level. In particular, experience desired in the fields of community development, internally displaced peoples, reintegration and/or project implementation in remote areas.

Thorough local knowledge of the South Eastern region (Paktya, Khost, Paktika and especially Ghazni) is essential.

Previous experience in liaising with the community elders, the Afghan Government, UN agencies, NGOs and military counterparts is an asset. Proven ability to interact with populations from rural and remotes villages is vital. Strong English language skills (oral and written) are essential. Ability to type in English and Dari/Pashto. Strong computer skills are essential, including facility with Microsoft Word and Excel.
