The Programme Analyst (PA) will be responsible for developing programming and crafting programme documents intended for resource mobilization and communications. The PA will develop programming for the different portfolios within the Programme Unit and may backstop National Programme Analysts as necessary.

The PA will work in the framework of the Programme Unit (PU) under the overall guidance of the Deputy Resident Representative and direct supervision of the Assistant Resident Representative/Programme and in close consultation with other PU members. The primary aim of the programme unit is to assure the achievement of project results, advise on policy issues and develop future programming.

Duties and responsibilities

Programme Development

- Participate to the development of result oriented programmes, systematic analysis of social, economic and political trends, as well as humanitarian and development assistance strategies in Tajikistan and the region and ways through which UNDP could develop programmes to deliver optimal results

- Assist in fundraising initiatives for strategic and optimal result oriented programme opportunities in Tajikistan and provide support to the development of programme proposals from stimulating rewarding ideas to inception of programme implementation

- Negotiate, design and contribute to the formulation of programme and project documents in assigned thematic and/or sectoral areas

Project Assurance

- Work collaboratively with project managers to ensure optimal project implementation and monitoring and reporting;

- Proactive communication with resource management unit to keep abreast of programme delivery constraints and opportunities influencing programme development;

- Systematically inform and advocate on strategic programme development trends in particular those involving new concepts and how they may influence delivery and operations;

- Participate to field missions to assess and report on existing programmes and develop new ideas and concepts;

Policy Advising and Communications

- Analyze and assess the development situation and maintain continuous dialogue with partners and projects to provide development advisory services;

- Support public relations to promote programme development: developing successful partnerships, gathering feedback and mustering support from and among various counterparts;

- Edit, format and adapt form and content of all programme documentation into a standard set of highly attractive, profile enhancing, easy to read, concise and accurate documents with high quality analysis intended for optimal resource mobilization and public relations;

- Work collaboratively to develop a standard set of templates, data sets and programme documents;

- Systematic analysis of donor documentation as well as news and publications on social, economic and political trends, and understanding of optimal ways to successfully package programme documentation;

Required skills and qualifications

Qualifications

- Masters or higher degree in social sciences, economics, public policy or relevant fields
- At least five years of experience in international organizations or the public sector
- Significant experience in programme development, programme management, policy advising, and communications

Skills

- Capacity to analyze trends and develop result-oriented ideas
- Demonstrated communications skills, particularly in publishing and policy advocacy
- Sharp analytical understanding of development challenges and priorities, preferably in Tajikistan and Central Asia
- Strong ability to partner, network and manage stakeholders
- Excellent team work, as well as interpersonal and cross-cultural skills
- Fluency in English, with excellent written skills; knowledge of spoken Russian or Tajik would be an asset
